Submit a tool

This covers both what used to be two separate buttons on this site, "Submit a new tool!" and "Get Listed". Both led to an external form that no longer exists; this one form replaces both.

Listings are free and reviewed by hand. There is no paid tier that skips the queue or guarantees placement.
